My rat's tail has bacome really scaly and flakes off, is that bad?

I have two rats and only one's is really scaley and flaky. The other one's is just fine, a light color and really healthy looking. The one with the bad tail is dark in spots and has spots where dead skin has flaked off completely. Is this bad? Is there some kind of home remedy i can use to get it looking better?Thank You!
