Rash on my left breast, not sure what it could be.help?

okay for almost a year now ive had this rash on the side of my left breast. it just looks scaly and flaky like any rash. i thought it'd go away but it hasnt. ive already gone to my doctor and she just gave me a cream for it but it never worked, so i stopped using it. i dont know what it is
