Weird Skin condition! Please help!!?

Please help me, I have this weird skin on my upper thigh (only on one side) which is of a darker pigmentation and is scaly. It is not itchy or red, just darker then my other skin. It seems like lots of little dotty scars.. I went to a dermatologist who had no idea what it was, but took tests and never called back. Please help, its pretty noticeable!
