How can i prevent dry scaly skin on my face?

my face always seems to get dry and scaly on my nose, between my eyes, and on my chin. ive tried exfoliating but tht makes my problem worse. i want to keep my face clean without drying it out. the layer of dry skin is not letting my fresh skin breathe and is causing clogged pores and doesnt allow me to wear makeup without it looking very noticable.
