Tiny blisters on bottom of toes?

I have these tiny blisters on the bottom of my feet, mainly under my toes. They dont itch and i dont have any skin peeling off my feet. They only hurt if i step where the blister is. Also, on my right foot, there is this little section where the skin seems almost scaly like? I dont know how else to describe it. Ive been using this anti-fungal spray on my feet thats made for athltes foot for maybe 2 weeks and it isnt helping much although i havent been putting it on like it says i should. Any idea whats wrong and how to fix it?
