What is wrong with my dogs fur?

I have a beautiful dog named sheba. I have two young babies so i became very lax w combing my dog diligently. So stupid me and my husband brought her to a local groomer and they told us her fur was matted way too much for them to be able to comb out...so they wound up buzzing off all of the dogs fur. Anyhow it looked nice for the first couple days..but now her entire body including tale is loaded with scabs and what looks to be ingrown hairs. Theyre budding out of her skin its a mixture of crusty scaly hair bumps. What should i do? should i give her a bath call the vet does she need an antibiotic. is she going to be ok. Im very upset and concerned over tthis
