I need help!!! Jock Itch? Swimmers Itch? Psoraisis? Eczema? or Hives?

So this is the strangest thing. it has been on and off but I have red bumps that look like hives running up both my legs and my groin (above it anyway). Occasional my groin will get dry, scaly, and it is severely painful and itchy. The bumps aren't really itchy but it is disturbing and I want to know if anyone can help. I've asked my doctor and he thinks it's Jock Itch but this has been persistent for 5 years now even after anti-fungal treatment. I don't think it isn't sexually transmitted as this happened before I lost my virginity so I am puzzled still. Please help!
