How do i get smooth moisturized skin.?

i have these annoying little bumps on my skin. and my main problem is my skin is REALLY DRY): my skin is turning black and scaly around the part under my eye where it is really thin and soft. thats not normal right.? i use cream every night and morning but my skin is still dry, dull and black): any answers.? suggestions.?
