Why are my dog's paw pads chapped?

I noticed that my dogs paws are really rough, chapped, scaly. I have 2 dogs and both of them have rough paws. Before I brought them home their paws were soft. Does it have something to do with walking on tile the entire time? My house floor is all tile. What can I do to soften their paw pads?
